The SK hynix HMT451S6BFR8A-PB is a 4GB unbuffered SO-DIMM memory module built with SK hynix DDR3L SDRAM devices. It runs at DDR3L-1600 (PC3L-12800S) with CL11 (11-11-11) timings in a single-rank 1Rx8 configuration.

This is memory for laptops, mini PCs and all-in-one computers that use a DDR3L SO-DIMM slot, not for a regular desktop.
